Bushimer

Hi there. My friend has a 2010 R C and got a smashed headlight, he taped it up for a temporary repair, not sure how well, since then as it has not yet been repaired he says he gets a constant ełectric shock through his steering wheel whilst driving, does anyone know of this happening on other cars and what could be causing it? Thanks.
