headlight adjustment 2001 Outback 3.0 auto

Hi I've recently bought an Outback and am so impressed with it, with one exception. The ns headlight is well out of alignment. My us edition Haynes manual is of little help but after having removed the headlight I think I have identified the adjuster ( a small translucent plastic nut next to what appears to be the electronic height aduster). Having played around with the adjuster there appears to be no effect on the direction of the beam. Am I missing something or is there a second means of adjusting the beam? I dont want to have to buy a new headlight but suspect that the adjuster mechanism inside the headlight unit is bust, not least because the height adjuster in the cabin affects only the drivers headlight. Any advice welcome.
