2004 forester non turbo the steering has gone dead lumpy at low speeds worse when it is cold.There Is Plenty Of fluid in and has never been short. Belt Is OK And Is Not Loose

2 guesses would be pump or rack. However, you do have enough air in your tyres don't you? I know someone who had the same problem in their IS200 and it turned out to be under inflated front tyres!!
