missing clips on wheel arch

Does any one have missing clips on their wheel arches?

 

see attached photos if they have worked.

 

I only noticed after I got the BRX back from the garage, I notified the garage and their response was:

 

"When we replaced your rear taillights, we had no reason to go

anywhere near the arches on your BRZ. You may find that the places where you
think there are fasteners missing, there will never have been fasteners, as
this space is where mudflaps would be attached. All Subaru’s are the same, and
you are welcome to inspect any of the cars in our showroom and we can help you
to understand this.

Subaru do not supply an part which could be put in here either

other than what is supplied as a kit when you order mudflaps, so I cannot offer
you a solution to your ‘missing’ clips, but I can offer to supply you with a
Mudflaps kti at your cost."

I went on the GT86 forum and it seems the holes are meant to be there, although lots of people have been complaining about it to Toyota, 

Now I know that the holes should be there and the wheel arch and outer-skin are not meant to connected I can forget about it.

Yeah, I've read this previously on another forum, but it doesn't change the fact that it looks like something is missing. There is a stud you can get from ebay if you are overly bothered.
