Electronic headlamp adjustment help!

Hi all, the electronic headlight adjustment is only working on the near-side (passenger side) headlamp of my 98 Classic Wagon..

I have made sure the bulbs and everything are in correctly but the part that moves to adjust the bulb is just bobbling about amd not moving when told to. The headlights are needing replaced anyway so a fix is not required!

Only concern is with a new headlamp, will this still be a problem or will the new headlamps have new motors/working adjustment?

Any feedback would be much appreciated, cheers!
