Fuel leak above rear subframe

Looking for some advice. I have just bought a legacy boxer estate but have discovered a fuel leak that appears to be coming from a unit above rear subframe. 

Question 1. What is small cylindrical unit?

Question 2. Is there any way I can access this area without having to lower whole subframe?

 

Any advice is very appreciated as expecting BIG garage bill otherwise
