Best wheel size and coilover setup?

What is the best rim size without rolling the fenders? And what's the best coilovers without breaking the bank?

Need to specify what model and year as or varies.

Beware cheap coilovers, anything below £700 is gonna be pretty nasty.

I've got tein flex z on my hawk and I love them, firm but not crashy. Iirc they were about £1100 fitted, but that was a couple of years ago now so not sure what the current going rate is.
