why am i getting 4v on this wire?

as the title states, i have no idea why im getting 4v of power on this wire?

pin 4 on the RELAY CONNECTOR WITHOUT anything connected, so i take the positive on the multimeter, in volts dc, in pin 4 and the negative i ground to a bolt that holds the seat in place?

why am i getting 4v on this? what does that indicate? any ideas?
