Dreadful code 33 vehicle speed sensor 😡

I have a 95wrx import and keep getting code 33 vehicle is in limp mode seems to be retarding the ignition at 4000 rpm 

my speedo clocks are mechanical so cable driven and the speedo works fine as far as I’m aware and reads in mph 

any ideas?
