I would check the earth mate and the resistors, another common thing that happens is people force the wrong bulbs into the headlights and rear lights that can also make the lights work but stop fog or break lights from working so I would check those too if you have not long bought the car.

All connecters are gunk free, all bulbs are good, but the dials light fuse blows every time i put the lights on, the whole fog light circuit seems dead, not got a clue, re connected a green block 2 block n black under the steering column ??????

No mate they should be left disconnected unless you are reading the error codes :) 

And I think a auto electrician is best bet if you're not confident enough to pull bits out and have a look around but still might end up needing one. I'm not great with stuff like that either :D

buddy - you cant go taping wires together - fair play having a go yourself but in future it would be worth you investing in a multimeter - they are so cheap now - just to check the voltages in the wires before you do - or just sort out a lamp with some tape and a bit of wire to see if it lights by connecting the wire to a bare piece of car metal
