I recently had a slow puncture fixed, and noticed this hole in the cover under the engine, which has some sort of ripped fabric and what looks like wires in it. Any idea what this is, and whether I need someone to look at it soon? Sorry for the large pics!

Looks like the exhaust manifold has been heat wrapped and its coming off. Hard to tell exactly what it is with the under panel still on

ideally want remove lower cover & revisit it as certainly don't look like a decent job .

Should the hole be there at all though?

They have access holes on them and to allow any build up of water to drain out,
