Hello,can anyone tell me where to get  Coolant hoses for top and bottom of radiator  for my 1997 forester 2.0 non turbo, aftermarket /silicone, without paying a million pounds from Subaru

Use Samco from RCM or scoobyworld. Still a lot of money but the top and bottom ones go most often so getting good quality ones pays off.

Both the brands nick mentioned are very good quality,  I'd just add "viper" to the list . As i think they're slightly cheaper and stants bought some for his phase 1.5 engined turbo fozzy and seemed happy with them 😉

Gates do decent upper and lower hoses, we had some before but hard find stockists .
