1998 import Subaru Impreza wrx restriction issue on revs

[Help]

Advise what can it be 

revs in every gear limited to 4000 revs 

turbo spoiling all the time 

Speedo doesn’t work

Could be boost control system fault , causing it to go into limp mode but have a search for classic self ecu code check in the tech section on here .

To see if you have any stored ecu codes , maybe check the vacuum lines in the engine bay ,especially to and from the boost solenoid/turbo .
