I have a 2009 Subaru WRX. And I believe I have blown the turbo, can anyone confirm this sound is a blown turbo or something else potentially more serious?

sound like the impeller has dropt in the turbo and fins are just hitting the casing,,,,take of the air intake pipe and feel for play on the impeller spindle....hopefully you may of caught it in time

So I took the intercooler off last night and no oil in the intercooler manifold pipe. No smoke coming out the exhaust. So I'm guessing the turbo hasn't completely failed yet. What is the fix if the turbo isn't faulty though? Sounds to me like it's on its way to complete failure, and the bearings inside the turbo are shot. 

it a drive accessory ! , check/inspect alternator, power steering aircon (remove drive belts to test)
if that all okay move on and check/inspect timing belt ...
