Is the exhaust decatted? as mentioned condensation will form when the car is cold. if it clears when warm i wouldn't worry unless your loosing coolant or oil.
Should in theory be ok if your not removing all the cats, but its always worth getting it dyno'd after to make sure all ok. Most cases its fine but no way to be 100% sure without checking

Simple fuel pump, decat and map, then add in a panel filter and possibly a 3 port as savage says and your gonna be at the limit of the turbo. how far you go beyond that is really down to your wallet.
will have more history than most, but also will have had a harder life than fresh imports as far as corrosion goes. Be around the normal sort of price for a v3 sti type r i'd say
Just to confirm what savage says, all wrx and sti in classic (4 door/2 door/saloon/wagon) shape were JDM only, being a 98 import of a 97 car will indeed just be an early import.
Sounds like celica doesnt like just having springs. with a geo setup they work fine on scoobs.

20-30mm drop is a nice balance between looks and ride height, lower you go the firmer the ride will have be so the suspension doesn't bottom out.
Personaly i'd drop it on lowering springs, eibaches or tiens are pretty good.
